A federal appeals court on Thursday allowed Texas' floating barrier on a section of the Rio Grande River to stay in place for now. On Wednesday, a judge in Austin ordered the barrier removed, calling it a threat to the safety of migrants at the U.S.-Mexico border and obstruction on the waterway.
